Thomas Jentsch has dedicated his career to turning complexity into measurable change. With over thirty years of experience in international development—including twenty-three years specializing in results-based monitoring and evaluation—he has become a trusted partner for institutions seeking to ensure their interventions deliver real value to the communities they serve.
Thomas is recognized as a leading expert in the European Commission's Results-Oriented Monitoring (ROM) methodology. His leadership roles have included serving as ROM Quality Assurance Manager for the ENPI South region and Regional Team Leader for the Western Balkans and Turkey. In these capacities, he managed regional offices, coordinated multi-country expert teams, and ensured the rigorous quality of monitoring outputs across hundreds of interventions.
His global footprint is extensive, having conducted missions in more than thirty countries across six continents—from Armenia to Yemen, China to Somalia, and Ukraine to the Solomon Islands. His sectoral expertise is equally broad, covering private sector development, trade promotion, public administration reform, education, migration, social inclusion, governance, and energy.
Thomas has collaborated with virtually every major development institution, including the European Commission (across all instruments), EBRD, EIB, AFD, the World Bank, GIZ, and multiple UN agencies. He possesses specialized expertise in EU Trust Funds and blending operations, navigating the complex intersection of grants and loans from international financial institutions.
Despite his established status, Thomas maintains an unwavering commitment to professional growth. He holds a Master of Arts in Organizational Management & Development from Fielding Graduate University (2013-2017), an MBA from Thunderbird Graduate School of International Management, and a BA in Sociology and English from Texas Christian University.
His technical toolkit is constantly evolving, with certifications in ROM methodology, TrainEval evaluation, NLP, organizational development, change management, and business model design—ensuring his practice remains at the cutting edge of the field.
